Cursor disables after steam overlay

After pausing the game and using shift+tab to access the steam overlay, then exiting the overlay, the mouse cursor stops working. The mouse can be used to start a conversation with someone, but mouse cannot select dialogue options, or click anything in the journal. Closing the game, and reloading fixes the issue.
